Scotphils Empowerment Organization (“SPEO”, “we”, “our”, or “us”) is committed to the highest standards of integrity, transparency, and ethical conduct. This Anti-Fraud & Ethics Policy outlines our zero-tolerance approach to fraud, corruption, and unethical behavior in all aspects of our work.
This policy applies to all staff, volunteers, board members, partners, contractors, and any individual or organization acting on behalf of SPEO.
1. Our Commitment
SPEO is founded on values of honesty, accountability, service, and respect for human dignity. We are committed to:
- Using all funds and resources solely for their intended charitable purposes
- Acting lawfully, ethically, and responsibly in all operations
- Protecting the trust placed in us by donors, partners, beneficiaries, and the public
2. Definition of Fraud and Unethical Conduct
Fraud and unethical conduct include, but are not limited to:
- Misappropriation or misuse of funds, assets, or resources
- Falsification of records, reports, or financial information
- Bribery, kickbacks, or corruption of any kind
- Theft, embezzlement, or unauthorized use of organizational property
- Conflicts of interest that are undisclosed or improperly managed
- Abuse, exploitation, or mistreatment of beneficiaries or colleagues
- Any act intended to deceive donors, partners, or stakeholders
3. Prevention and Control Measures
To prevent fraud and unethical behavior, SPEO commits to:
- Maintaining clear financial procedures and internal controls
- Using designated organizational bank accounts for all funds
- Separating roles and responsibilities where possible
- Documenting income, expenditures, and program activities
- Reviewing financial and operational records regularly
- Providing guidance and oversight to staff and volunteers
As the organization grows, SPEO will continue to strengthen its internal control and governance systems.
4. Conflicts of Interest
All individuals associated with SPEO must act in the best interests of the organization.
A conflict of interest may arise when personal, financial, or professional interests interfere with official duties. All actual or potential conflicts must be disclosed promptly and managed transparently.
Individuals with a conflict of interest may be required to recuse themselves from related decisions.
5. Reporting Concerns and Whistleblowing
SPEO encourages the reporting of any suspected fraud, misconduct, or unethical behavior.

7. Zero Tolerance Statement
SPEO operates a zero-tolerance policy toward fraud, corruption, abuse, and unethical behavior. Any individual found to have engaged in such conduct may face disciplinary action, termination of engagement, and legal consequences where applicable.
